  In February 1996 GEF Council approved Public Involvement in GEF Projects. The document describes the responsibilities of GEF's Implementing Agencies and Secretariat. These guidelines discuss issues related to Biodiversity Research Protocols such as participation of government agencies, local people, and NGO's in GEF projects. In addition, GEF focuses upon transparency and accountability in GEF funded projects with emphasis on ethics, rights, and ownership. In late 1996 the GEF will be writing case studies documenting public involvement with indigenous communities, women and landless households (Cruz, 1996).
  
  The Social Challenge of Biodiversity Conservation includes three case studies documenting the relevance of indigenous peoples and NGO's in biodiversity conservation. This working paper recommends to the GEF and other international and in-country agencies to incorporate and protect indigenous people's knowledge. In addition, the authors feel that a main goal of GEF - funded biodiversity research and training programs should be to aid and train indigenous peoples in scientific conservation natural resource management skills so the local community can be self-sufficient. The recommendations and ideas presented in the working paper are consistent with the Biodiversity Research Protocols proposed by the Pew Conservation Fellows, although there is no discussion of biodiversity prospecting.

The declaration states that the Peoples of the Wet Tropics will negotiate joint-management programs with researchers and agencies trying to care and protect biodiversity if they deem appropriate. All discoveries based upon indigenous knowledge must be compensated; and furthermore, unauthorized use of intellectual property rights is prohibited. The statement does not go into detail of a code of conduct or behavior for researchers, but rather states legal rights as a self-determined Indigenous Nation.

  The people of Kowanyama do not have a formal set of guidelines at the time. Although they are working on a document. Elders and traditional owners of the Kowanyama indigenous community decided at a meeting with State and National Landuse Strategy representatives to not allow collection of biological and cultural data on their lands during the Phase 1 of the Cape York Landuse Study. Although, some research involving biologists and community researchers has been conducted when the Aboriginal Council felt the work was beneficial to the community.
